What type of server do you have? I think that problem happen on IIS server, I suggest you to use Apache server and because my limitation (I never work with combination PHP-MySQL-IIS Server), I'm afraid I can't help you. Sorry...

just for addition, what about if you check with Joomla Diagnotics?
maybe your files have corrupted....
